I have DirecTV. The volume levels vary greatly between the HD and standard def channels. The HD volume is much lower. It is the same on all 4 tv's, and the DVR vs standard receiver.

Anyone know why or if this can be adjusted / corrected?
 
Are you using the audio speakers in the TV set, or are you using a separate "home theater" system for your sound?

If it is the "home theater" system, then the difference is 2 channel (stereo) audio vs. 5.1 Dolby Digital audio. The sound it louder when it goes through only 2 channels.

Doesn't matter if thru the HTS or the TV speakers.

This is typical. I've experienced the same thing on all setups I've played with thus far. High definition audio has a much greater sampling rate and range, not to mention more channels (Dolby digital 5.1 verses plain old 2-channel stereo)...the greater the split, the lower the amplitude.

Yes, it's annoying when you're watching a movie with perfect volume and then the commercials blast you off your couch. My TV has some sort of "auto-volume control" setting which is intended to exactly fix this problem and it helps. Search through your tv menu settings, I'm sure you'll find something similar.
